businessest intersections in the city. it was 7:30 or 8:30 last night. the woman was leaving a garage on f street. as she stopped, the assail ent got into the car on the passenger side. he forced her at gunpoint to drive to the city where the assault occurred. the woman caught up with police. it's 12 miles north of here. she told them about what happened. again, this is so troubling. it happened at a time there had to be a lot of people around. police are actually hoping that it will lead to clues about this crime. >> we're still dealing with the complain ant trying to get information and will interview her. we are canvassing the area to see if there are other witnesses, video, other types of things we are following up on to see what we can learn about the

situation. >> reporter: now, we understand that the child, the toddler was not injured in this incident. police are trying to develop more information now. they are looking for witnesses. anyone who might have seen something that might lead them to an arrest. it was december of 2009 when the daughter of tennessee senator bob corker was carjacked there on 7th and d, not far from here. in that case, an individual knocked on the glass of the car. she rolled it down. she was pulled from the car and the car was taken. after that, two suspects were arrested. police hope to make quick arrested in this case as well. we are live downtown, back to you. >> thank you. two decades ago, the district was ravaged with violent crime. as 2011 comes to an end, this year's murder rate hit as 50 year low. darcy spencer joins us live from police headquarters where the police chief talked about the

stats. >> reporter: as you know, the chief started when d.c. was known to be the murder capital. she was quite happy today to declare those days are over. many, many families are waiting for justice. the district of columbia was once known to be among the most violent cities in the country with hundreds of people losing their lives. this year it's different. so far, 108 killings, that's the smallest number in decades. >> when i started here in 1990, the two thing that is used to bother me is that we were known as the murder capital of the world and the city of unsolved homicides. our detectives and our police officers have done an amazing job in turning that around. we are no longer either one of those things. >> reporter: murders are down 18%. that's the lowest in 48 years. of the 108 killings, 62 have

been solved. >> the violence, we don't have weekends where we have 11 or 12 shootings in, you know, seven homicides because the detectives work around the clock and we take them off the street before the retaliation begins. >> reporter: one case solve is of billy mitchell gunned down. his brother, brian mitchell, says detectives did a good job. there's some relief from our family that a dangerous killer isn't running around on the streets. this case is still unsolved. his mother barbara ward talked to us by phone. >> in the case of my son, the investigation there wasn't an investigation. i have given up hope, yes. >> reporter: the chief has this message from families waiting for justice. >> we never give up. we never give up. we'll keep working those cases until we come to closure. >> reporter: coming up on news 4 at 6:00, they will address the

next big challenges in crime fighting. also, we are going to talk to the police union and why they say occupy d.c. has a lot to do with why the city is seeing an increase in violent crimes. for now, darcy spencer reporting live in northwest, news 4. >> thank you, darcy. another community in the area is on pace for a record year when it comes to crime as well. if arlington can go 31 hours without a homicide, it will have zero for the entire year. it would be the first time since the 1950s there were no murders in arlington county. several jurs tisdictions inr area have less. drops in montgomery county and prince william county. loudoun held steady with one. prince george's was the only county to have an increase. they have 94. it's up from 90 last year.

down to freezing in many areas. right now, we are above the average high temperature. nothing to show in the region. notice back to the west, there's a potent storm going to make its way to the north and west. could give it a slight chance of a shower tomorrow. that's about it. it will bring in winds from the west tomorrow. believe it or not, that will keep things on the mild side. waking up to temperatures around 43 degrees around 5:00 and 7:00 a.m. a slight chance of a shower or sprinkle. temperatures staying mild for two days. that big change comes as we enter the new year. i'll tell you about it, coming up. >> thank you, doug. two doctors who performed late term abortions in maryland are charged on multiple counts of murder. the investigation began in august of 2010 when they brought a young woman to a hospital in maryland after she was suffering complications from an abortion.

officers raided their medical clinic and discovered 35 late term fetuses in a freezer. so far, the law has only been used for those accused of killing pregnant women. speed may be the factor in a deadly motorcycle crash. it happened overnight. he lost control of his bike, slammed into a guardrail. he died at the hospital. witnesses told police he was speeding at the time of the crash. east west highway reopened in montgomery county after a water main break shut it down. it happened east of connecticut avenue. chopper 4 was over the scene. they stopped the water from leaking and fixed the broken pipe. drivers should be able to get around with no problems. we just -- just three and a half days until the iowa caucuses. mitt romney emerged as the new

front-runner. he spent the day campaigning with new jersey's governor, chris christie. romney is on top with 23%. ron paul close behind with 21%. newt gingrich fell to fifth place. at a campaign stop, he got emotional. he was talking about his late mother who battled depression. >> from dealing with, you know, the real problems of real people in my family. >> rick santorum and rick perry enjoyed a surge. a polling expert says with so many front-runners over the past six months, tuesday caucuses could have surprising results. if your family tradition was to bring in the new year with a bang, there's going to be something missing. the fireworks. erika gonzalez explains why. >> reporter: nothing brings in the new year like a sky full of flash and lights.

new year means new laws. that means you'll have to pay more at the grocery store and on the roads. in montgomery county, a five cent bag tax will take effect new year's day. it applies to paper and plastic bags. you can bring your own canvas bag to avoid the charge. you'll need extra change for the tolls. it will cost $1.50 for most vehicles. tolls at the on and off ramps will stay the same. it will fund the dulles rail project. want to head to latin america without leaving town?

our food critic gives it to you. >> this is not a new restaurant. it's been around for a few years. it's almost completely transformed by a very wise business decision on the part of the owner. she's doing a great job of infusing the menu there, which has always been latin american with a puerto rico an flair. this roast pig is brittle skin rubbed with oil. it hovers over this great meat that collapses at the touch of a fork. it wouldn't need any company, but it comes with dark yellow rice, pigeon peas. other items on the menu, shrimp

glazed with citrus. that base is made from a mash of fried plantains. nuggets of ham and garlic. it's sweet, starchy comfort. there's a terrific stew of scallops and shrimp. it swells with flavor. now that's an all purpose puerto rico an seasoning made from finely chopped onions, peppers. spoon below the seafood and beans and there's a layer of scalloped potatoes. you don't have to love puerto rico food to like it. it's sold with golden fingers of fried ukra. i'm giving them two and a half

average. average high temperature is 44. the average high or the actual high was 54 degrees. right now, falling down to 50 degrees with winds out of the east-southeast at 7 miles per hour. partly cloudy skies across the area. the temperatures are not going to move a lot. 46 in gaithersburg. 48 in manassas. i expect temperatures to drop another five to maybe eight degrees this evening. that puts most of us in the upper 30s to 40s. itis not bad at all for the end of december. storm 4 doppler radar, nothing to show you across the area. we are going to stay clear as far as the rain is concerned until early tomorrow morning. we see a slight chance of shower activity. it's because of this storm here. look at the spin in the atmosphere. a tight spin here and a potent storm system. it's moving this way, the great lakes to buffalo. they will see a good amount of rain. for us, we'll get this finger of moisture to come through.

a slight chance of a shower tomorrow morning. most of us won't see anything at all. mild across the region. there's the frontal boundary that moves through tonight. tomorrow, we'll break out into sunshine during the afternoon. another mild day. the best chance of rain tomorrow will stay to the west, once again, back to the west of the allegheny front. we are talking rain mixed with snow in the higher elevations. it's going to be so mild until this next front. this is the front that is going to change everything coming up on sunday. mild ahead of the boundary, then the winds shift out of the northwest and west. we are talking cold air. high wind warnings back toward colorado for winds upwards of 65 miles per hour in the denver area. for us, we could see winds on monday into tuesday. those winds could be gusting upwards of 30 to 40 miles per hour. windchills could be in the teens in the morning and especially into the night hours or evening

hours on tuesday afternoon. we are talking about some of the coldest air of the season for sure. a few clouds, nice and mild. 47 to 52 degrees with winds out of the south five to ten miles per hour. tomorrow, showers possible. a mild start, 37 in the coldest areas to 4i in the city. the afternoon low temperature is around 30. we are not close to that. tomorrow afternoon, possible early sprinkle, becoming partly cloudy. breezy and mild. 54 to 59 degrees. i wouldn't be surprised to see a 60. winds out of the west, 15 to 20 miles per hour. the next couple days, we are talking about great air or great mild temperatures, even around new years. 45 degrees around the d.c. area. partly cloudy. look i looking good for the festivities. you won't need the heavy coat when you go out. the ladies will be happy about

psison wireless is scrapping the $2 convenience fee after customer backlash 24 hours after annoyancing they would charge $2. they did an about face. the largest wireless provider made the decision due to

customer feedback. a petition on change.org gathers 57,000 customers against the fees. so, what if every major holiday fell on the same day every year? there are two scientists at johns hopkins who found a way for it to happen but it would involve tinkering with the current calendar. march, june, september and december would have 31 days. every other month 30 days. that change would make christmas fall on a sunday every year. halloween october 30th and it would always be on a monday. the extra days would be taken care of by a leap week added to december every five to six years. the scientists believe the changes would save billions of dollars in scheduling conflicts. >> i actually understand that a little bit. i actually get it. i don't know if it's a good idea, but i get it.

up on rooftops just to watch out for any kind of threat that could happen here. >> they had the dress rehearsal today. we are looking at video of the ball dropping. we have done all the frightening stuff. let's talk about the fun stuff. you have good performers out there. >> reporter: yeah, this year, lady gaga and justin bieber. it's the best lineup from a couple years. we have been talking to tourists about who they want to see. lady gaga is a former new yorker. justin bieber, a lot of teenage girls showing up here. we met one girl who held a bake sale. she sold oatmeal cookies outside san francisco to raise money to get plane tickets to come here because she's such a justin bieber fan. she sold them for 1 dollar each. it's a lot of cookies to get here just for justin bieber. >> a lot of young girls, really

young girls would understand that and eat millions of cookies just to get up there. when are you going to start seeing the crowds really swelling? do they start early in the morning to get the front row seat? >> reporter: yeah. people start generally gathering late morning, but they don't close off the streets until about noon. so, they got barricades along the streets to start the crowd control when people do show up. it's usually mid afternoon. then all of a sudden, you look around and there's tens of people. you wonder where they came from. the people come all at the same time. >> thank you so much. happy new year. i hope everything is calm and exciting just in all the right ways. see you later. >> reporter: yeah, we hope so, too. thanks. speaking of new years, a local nonprofit wants to make

sure you get home safely. the washington regional alcohol program brought back sober ride. it goes from 10:00 p.m. to 6:00 a.m. you can get a free ride up to $30 for the fare. call 800-200-taxi to get the free ride. if you walk along 18th street and adams morgan, you probably walked in the street. they shut down both sidewalks. the district department of transportation said it was a mistake. somehow they ended up working at the same spot at the same time. the problem has been fixed. d-dot says they try to have the opposite side open or alternate path for pedestrians. the area is open for business. construction is scheduled to be done by the end of january. a family in fairfax is s searching for answers after a father of eight died after almost being hit by a car. they have questions about how the hospital handled the case.

julie carey spoke with the family. she's live in fairfax with more on this. julie? >> reporter: the accident took place in that crosswalk a week ago. the medical examiner ruled that he died from internal injuries that he suffered during the crash, which is one reason his family wonders why he was treated and released at the hospital. a grieving widow, surrounded by family. nearby candles flicker and the picture of the 66-year-old. >> we are still in shock. she's not here. >> reporter: the father of eight died early wednesday morning, five days after he was struck by a car. five days after initially treated from a nova fair tax hospital. when the family called for an ambulance tuesday night, he was rushed back to nova fairfax and died seven hours later. the family wonders why he wasn't

kept overnight and observed after he was struck. >> i think the doctor should have, you know, protect his life first. i don't know if it was an insurance issue they didn't think he would pay them. i don't know. but i think, i mean, that type of hit, you know, and not seeing any injuries outside, i mean, i think they should have said, you know, maybe it's inside. >> reporter: this crosswalk is where the accident took place december 23rd around 5:15 p.m. he road the bus from work and was walking the final half mile home. he was crossing with the walk signal when a car turning left hit him. he was thrown to the pavement. once at the hospital, his wife says he was evaluated in the emergency room, but released after seven hours even though he complained of severe pain. >> he mostly complains about his headache and back pain. it was very, very painful.

>> reporter: he rested over the holiday weekend. tuesday night, his condition worsened. the family called 911 and he was rushed back to the hospital. >> when she got to the home, he was screaming and yelling that somebody help him because the pain was very, very severe. >> reporter: the next time she was allowed in the hospital room, her husband was dead. when we contacted the hospital about the family's concerns, they issued a statement reading due to patient privacy issues, the hospital cannot discuss the specifics related to an individual patient. by the way, the driver that struck the victim was charged with failure to yield to the right of way of a pedestrian. what the family is considering to try to get answers. reporting live from fairfax, i'm julie carey. back to you. >> thank you. d.c. councilmember jack evans wants a d.c. nightclub shut down. this happened after 1:00 this

morning along the 1300 block. he's been in contact with police and working with residents to get the lounge closed through new year's eve. two men outside the club were approached by two suspects and stabbed. some residents say they are fed up with the noise and the crowds outside that club. >> i have called the police more times in the last two months than i have in ten years of living here in the district. it's been awful. >> police are investigating whether the suspects or victims involved in the stabbing were inside the club at any point and time. we have left several messages with them, but they have not returned aur calls. we have a list of words we are all sick of hearing and would like to see left behind in 2011. a marine whose battlefield experience came in handy in his own town. >> he turned around, pulled out

a california man lucky to be alive. he had to be rescued from the side of a cliff. take a look at the video. he lost his footing trying to

save his dog. the dog fell down a cliff. firefighters used a rope and harness to lower them to stable ground. the rescue took about 90 minutes. he told reporters he wasn't sure how much longer he could hold on. if you think about it, you probably heard the word occupy one time too many this year. there's one group that wants to get rid of that word completely. >> lake superior university has the words they want banished for misewe, overuse. occupy, amazing ginormous, baby bump and man cave. this list started in 1976 as a publicity stunt. itis generated thousands of nominatio nominations. if you haven't bought your ticket for virginia's millionaire raffle, you are out of luck. the final ticket was sold just after 2:00 this afternoon.

a maryland thrift store has a mystery on its hands. workers are trying to find a donor who dropped off a big pile of clothes with a surprise. tucked inside one of the items, a wad of cash. volunteers want to return the

money. >> reporter: it's one of the busiest places for frederick county bargain hunters. the st. james thrift store is full of hidden treasures. little did they realize, as they sorted through bags and bags of donations they would find hidden treasures. >> we found in the pocket of one of the garments, money, a large sum of money. we felt confident it was not a donation that people intented to provide to us. >> reporter: just how much money are we talking about. >> i won't be specific for obvious reasons but it's several hundreds of dollars. >> reporter: finding the mystery donor hasn't been easy. whoever dropped off the clothing isn't a regular donor. the clothing donated belonged to a loved one who passed away. they believe the large sum of money may have been overlooked. >> in these tough economic

stanley cup. you helped chicago in 2010. do you believe this team has what it takes to win the cup? >> i think so. we are on the right path. we are playing as a team. we are doing what we need to to win. we are working hard. it's something that's going to come. the coaching change makes a little bit of a setback. i like the way the guys have handled it. we are pushing forward now. >> adversely, consider this statistic. caps are 9-0-1. 0-7 when they don't score a point. what makes you think they aren't? >> the fact that guys like jason are stepping up this year. he's leading the team in goals. nick has been solid all yearlong. they are making big saves for us. i think we have to be a team if they aren't scoring, we have to have enough depth that guys can pull us through and win games for us, too. >> explain how important a good start is. we saw it wednesday against the

rangers. it helped you get a victory. >> getting that first goal, starting the game off the right way gives you so much confidence going into the game. you don't have to take chances or hang your goalie out to dry to get a chance. you can play solidly. work better in the offensive zone and, you know, play the type of game we like to play, sit back, create turnovers. for us, getting that first goal is obviously important. but, we have to keep doing the right things and like i say, it comes down to that chance game where you don't need to take chances. >> what is it like playing for dale hunter? what's that been like playing for a great capital in franchise history? >> it's been a lot of fun so far. a little bit of a learning curve. developing the new system and implementing them to the guys and make sure they buy in and doing the right things with them. like i said before, i think we
